国家医保局、教育部、国家卫生健康委等部门3月2日发布通知，开展儿童参加基本医疗保险专项行动，保障儿童参保权益，维护儿童健康。通知明确提出力争到2024年底，80%以上新生儿在出生当年参保。

Chinese authorities on March 2 released a circular on the launch of a campaign to expand basic medical insurance coverage for children, aiming to safeguard the rights, interests and health of children in the country. The circular, issued by the National Healthcare Security Administration, the Ministry of Education and the National Health Commission, sets the goal that by the end of 2024, over 80 percent of newborns are covered by national basic medical insurance in the year of birth.

在优化新生儿参保流程层面，通知要求各地落实“出生一件事”集成化办理，对尚未落实的地区，医保、卫生健康等部门应加强信息共享，及时做好新生儿参保工作。新生儿原则上在出生后90天内按规定参保缴费，自出生之日起所发生的符合规定的医疗费用均可纳入医保报销范围。

同时，鼓励地方探索凭出生医学证明办理新生儿参保，并可通过亲情账户或经办机构为其办理医保码，在出生后180天内均可凭医保码在定点医疗机构直接就医结算。医保部门指导新生儿父母在为新生儿办理落户后，要及时更新新生儿参保信息。

全国已有湖南、浙江、福建、云南、江西等20多个省（区、市）开展了“出生一件事”试点工作，上海市还将推动长三角区域“出生一件事”跨省通办，新生儿可凭户籍或出生医学证明办理医保参保，生育医疗费用可“一站式”报销，不需要到多个部门跑腿、多次提交材料。

促进多层次医疗保障有序衔接，完善大病保险和医疗救助制度，落实异地就医结算，建立长期护理保险制度，积极发展商业医疗保险。

We will promote the orderly linking up of medical insurance programs at different levels, improve major disease insurance and medical assistance schemes, and see that medical expenses are settled where they are incurred. We will institute an insurance system to support long-term care and vigorously develop commercial medical insurance.
