为提升磷资源高效高值利用水平，工业和信息化部、国家发展改革委等八部门联合印发《推进磷资源高效高值利用实施方案》（以下简称《方案》）。《方案》提出，到2026年，磷化工自主创新能力、绿色安全水平稳步提升，高端磷化学品供给能力大幅提高。

China has recently released a plan to improve the utilization of phosphorus resources, aiming for greater effectiveness and efficiency in the years ahead. By 2026, the country is expected to see consistent improvements in the innovation, eco-friendliness and safety of its phosphorus chemical industry, coupled with a remarkable increase in the output of high-end phosphorus products, according to the plan issued by eight state organs including the Ministry of Industry and Information Technology and the National Development and Reform Commission.

【知识点】

磷矿是战略性非金属矿产资源。磷化学品关乎粮食安全、生命健康、新能源及新能源汽车等重要产业链供应链安全稳定。工业和信息化部相关负责人表示，我国磷矿资源丰富，磷化工产业体系完整，是全球最大的磷矿石、磷化学品生产国。但磷矿综合利用水平偏低、资源可持续保障能力不强、磷化工绿色发展压力较大、磷化学品供给结构性矛盾突出等问题依然存在，制约着产业高质量发展。

在发展目标方面，《方案》提出，到2026年，磷资源可持续保障能力明显增强，磷化工自主创新能力、绿色安全水平稳步提升，高端磷化学品供给能力大幅提高，区域优势互补和联动发展能力不断增强，产业链供应链韧性和安全水平更加稳固。具体来说，在创新驱动方面，突破一批磷资源高效开发、清洁生产、综合利用等关键技术；在结构优化方面，磷铵、黄磷等传统产品产能利用率显著提升，高附加值含磷化学品等非农用产品在磷化工中的营收占比不断优化；在绿色发展方面，能效标杆水平以上的磷铵产能占比超过35%，新增磷石膏无害化处理率达到100%、综合利用率达到65%；在生态培育方面，形成3家左右具有产业主导力、全球竞争力的一流磷化工企业，建设3个左右特色突出的先进制造业集群。

此外，方案从“强化资源保障支撑”“提升创新发展能力”“优化调整产业结构”“推动安全绿色转型”等方面明确一系列举措。

要科学规划建设新型能源体系，促进水风光氢天然气等多能互补发展。要强化粮食和战略性矿产资源等生产供应，打造保障国家重要初级产品供给战略基地。
