为加快形成双向流动、互融互通的统筹城乡就业格局，促进城乡劳动者高质量充分就业，人力资源社会保障部、国家发展改革委、农业农村部于2026年4月15日发布《关于统筹城乡就业政策体系的意见》。
China rolled out a policy package to integrate its urban and rural employment policy system, facilitating two-way mobility and the integration of labor markets, according to official guidelines made public on April 15, 2026. The guidelines, jointly released by the Ministry of Human Resources and Social Security, the National Development and Reform Commission, and the Ministry of Agriculture and Rural Affairs, aim to promote high-quality and sufficient employment for both urban and rural workers.

在宏观层面，高质量充分就业主要包括就业机会充分、就业环境公平、就业结构优化、人岗匹配高效、劳动关系和谐等；在微观层面，高质量充分就业主要表现为劳动者不仅有活干，而且工作稳定、收入合理、保障可靠、职业安全等。
《中华人民共和国国民经济和社会发展第十五个五年规划纲要》提出，促进高质量充分就业，深入实施就业优先战略，坚持扩大就业容量和提升就业质量相结合，健全就业促进机制，构建就业友好型发展方式。把高质量充分就业作为经济社会发展的优先目标，健全重大政策、重大项目、重大生产力布局就业影响评估机制。建立高质量充分就业评价体系。

促进高质量充分就业，是新时代新征程就业工作的新定位、新使命。要坚持以人民为中心的发展思想，全面贯彻劳动者自主就业、市场调节就业、政府促进就业和鼓励创业的方针，持续促进就业质的有效提升和量的合理增长，不断增强广大劳动者的获得感幸福感安全感，为以中国式现代化全面推进强国建设、民族复兴伟业提供有力支撑。
Promoting high-quality and sufficient employment is the new orientation and mission of the employment work on the new journey in the new era. It is essential to adhere to people-centered development philosophy, and fully implement the guiding principle that people seek jobs on their own, market adjusts employment and the government promotes employment and encourages starting businesses. Efforts should be made to continuously improve the quality of employment and expand its quantity within a reasonable range, so as to constantly enhance the sense of fulfillment, happiness, and security among workers.
