水利部6月20日表示，大力推进数字孪生水利建设，实现预报、预警、预演、预案功能。

China will accelerate the development of a "digital twin" system for water resources management , according to the Ministry of Water Resources. The ministry will strive to advance the construction of the digital twin system and build it into one with the capabilities to make forecasts, issue early warnings, conduct simulations and draft contingency plans.

数字孪生也称数字映射、数字镜像，其显著特征是对实体对象的动态仿真。水利部20日在黄河小浪底水利枢纽召开的数字孪生水利建设现场会上介绍称，水利部在五个方面大力推进数字孪生水利建设：

——大力推进数字孪生流域建设。锚定全面支撑流域统一规划、统一治理、统一调度、统一管理的目标，丰富算据、优化算法、提升算力，加快实现对物理流域全要素和水利治理管理全过程的数字化映射、智能化模拟、前瞻性预演。

——大力推进数字孪生水网建设。锚定构建“系统完备、安全可靠，集约高效、绿色智能，循环通畅、调控有序”国家水网的目标，围绕确保工程安全、供水安全、水质安全，推进数字孪生水网与物理水网的同步建设，实现与物理水网同步仿真运行、虚实交互、迭代优化。

——大力推进数字孪生工程建设。锚定保障水利工程安全、效益充分发挥的目标，加快推进建筑信息模型技术在水利工程全生命周期运用，实现对物理水利工程的在线监测、方案预演、问题发现、优化调度、安全保障。

——大力推进业务应用体系建设。以业务需求为牵引，耦合链接数字孪生流域、数字孪生水网、数字孪生工程，持续迭代优化业务模块，提升水利业务预报预警预演预案能力。

——大力推进网络安全工程建设。加强水利网络安全态势感知、监测预警、风险评估、事件处置，强化重要数据安全监管，确保水利网络安全和数据安全。

We will make concerted efforts to improve aquatic environments, water resources, and aquatic ecosystems, strengthen ecological conservation of major rivers, lakes, and reservoirs, and generally eliminate black, malodorous water bodies in cities.
