2025年9月8日，中共中央总书记、国家主席、中央军委主席习近平给全国特岗教师代表回信，并向全国广大教师和教育工作者致以节日祝贺和诚挚问候。2025年9月10日是第四十一个教师节。
Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, sent a letter in response to the representatives from the Special-Post Teachers Program, and extended greetings to teachers and educators across the country on September 8, 2025. The 41st Teachers' Day fell on September 10 this year.

“特岗计划”（农村义务教育阶段学校教师特设岗位计划）是国家为改善农村义务教育师资结构、促进教育均衡发展推出的重要政策。很长一段时间以来，偏远贫困地区农村中小学面临合格师资难以补充和巩固的困境，严重阻碍了义务教育质量的提高和城乡教育的均衡发展。为破解这一难题，2006年，教育部等多部门联合启动“特岗计划”。通过公开招募高校毕业生到西部“两基”攻坚县县以下农村义务教育阶段学校任教，引导和鼓励高校毕业生从事农村教育工作，逐步解决农村地区师资力量薄弱和结构不合理等问题，提高农村教师队伍的整体素质。从第一批特岗教师招聘至2025年，该计划已走过整整20载。20年来，“特岗计划”已成为农村义务教育阶段师资补充的核心机制。
“特岗计划”在西部11个省（自治区、直辖市）以及纳入国家西部开发计划的湖北、海南省部分“两基”攻坚县和新疆生产建设兵团的部分团场实施。特岗教师在中小学现有编制内，实行聘任制，公开招聘、择优录用、合同管理。“特岗计划”教师聘期3年，聘任期间执行国家统一的工资制度和标准。同时，地方政府还要负责为特设岗位教师解决相关周转住房等生活条件。聘期满后，鼓励其继续从事教育工作，并允许自主重新择业。
“特岗计划”实施20年来，已累计为中西部地区22个省份、1000多个县、3万多所农村学校选聘教师118万人，推动农村教师队伍建设取得积极成效。“特岗计划”的实施大幅提高了农村教师队伍学历水平，有力改善了农村教师尤其是边远村小和教学点教师老龄化问题，强化了薄弱学科师资配备。
