China will tap and unleash the potential of effective investment in 2026, according to a government work report submitted on March 5, 2026 to the fourth session of the 14th National People's Congress for deliberation.

从宏观经济角度看，有效投资是指与总需求及其结构相适配、能促进并创造新需求的投资。其作用主要体现在三方面：有利于促进宏观经济供需总量平衡；有利于推动供需结构、产业结构等经济结构的动态优化；有利于创造新需求，促进经济持续增长。有效投资是深化供给侧结构性改革和扩大有效需求的有机结合点。扩大有效投资，是推动高质量发展的战略之举。

2026年政府工作报告提出，要充分挖掘释放有效投资潜力。聚焦新质生产力、新型城镇化、人的全面发展等重点领域，增强市场主导的有效投资增长动力，提高民生类政府投资比重。单列并提高用于项目建设的地方政府专项债券额度，继续向投资项目准备充分、资金用得好的地方倾斜。引导民间投资向高技术、现代服务业等新赛道拓展，有效激发民间投资活力。

【重要讲话】

健全宏观经济治理体系，发挥国家发展规划的战略导向作用，加强财政政策和货币政策协调配合，着力扩大内需，增强消费对经济发展的基础性作用和投资对优化供给结构的关键作用。

We will improve the system of macroeconomic governance, give full play to the strategic guidance of national development plans, and enhance coordination between fiscal and monetary policies. We will work to expand domestic demand and better leverage the fundamental role of consumption in stimulating economic growth and the key role of investment in improving the supply structure.
