By the end of 2024, 70 national standards on carbon accounting, footprint, reduction, energy efficiency and consumption, as well as carbon capture, utilization and storage will be published, covering all key sectors and companies, said the plan issued by the National Development and Reform Commission. In the following year, a standardized calculation and evaluation system will be in place for businesses, projects and products, with key sectors and products meeting world-leading benchmarks for energy consumption control, according to the plan.

“双碳”标准、计量工作是一个有机整体，两者密不可分，互为协同，共同支撑我国碳排放双控实施和碳定价政策体系建设。为加快推进碳达峰碳中和标准计量工作，有效支撑我国碳排放双控和碳定价政策体系建设，国家发展改革委等部门日前联合印发《关于进一步强化碳达峰碳中和标准计量体系建设行动方案（2024—2025年）》（以下简称《方案》）。

在“双碳”标准方面，《方案》明确，2024年，发布70项碳核算、碳足迹、碳减排、能效能耗、碳捕集利用与封存等国家标准，基本实现重点行业企业碳排放核算标准全覆盖。2025年，面向企业、项目、产品的三位一体碳排放核算和评价标准体系基本形成，建设100家企业和园区碳排放管理标准化试点。

在“双碳”计量方面，《方案》要求，2025年底前，研制20项计量标准和标准物质，开展25项关键计量技术研究，制定50项“双碳”领域国家计量技术规范，关键领域碳计量技术取得重要突破，重点用能和碳排放单位碳计量能力基本具备。

实现碳达峰碳中和是一场广泛而深刻的经济社会系统性变革。立足我国能源资源禀赋，坚持先立后破，有计划分步骤实施碳达峰行动。完善能源消耗总量和强度调控，重点控制化石能源消费，逐步转向碳排放总量和强度“双控”制度。推动能源清洁低碳高效利用，推进工业、建筑、交通等领域清洁低碳转型。

Reaching peak carbon emissions and achieving carbon neutrality will mean a broad and profound systemic socio-economic transformation. Based on China's energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
