银发旅游列车是主要针对老年客户开发、满足老年客户特定需求、以老年客户为主要群体开行的旅游列车。近年来，旅游列车持续发展，服务质量不断提升，受到“银发族”游客青睐。当前，我国老龄化程度持续加深，老年消费群体不断扩大。增开银发旅游列车对创新旅游服务供给、增进老年人福祉、扩大服务消费具有积极意义。2024年中央经济工作会议明确要求，加力扩围实施大规模设备更新和消费品以旧换新政策，创新多元化消费场景，扩大服务消费，促进文化旅游业发展，积极发展银发经济。2024年8月国务院发布的《关于促进服务消费高质量发展的意见》，明确要求“增开银发旅游专列，对车厢进行适老化、舒适化改造，丰富旅游线路和服务供给”。

商务部、文化和旅游部、国家发展改革委等9单位联合印发的《关于增开银发旅游列车 促进服务消费发展的行动计划》（以下简称《计划》）提出，到2027年，构建覆盖全国、线路多样、主题丰富、服务全面的银发旅游列车产品体系，银发旅游列车服务标准体系基本建立，形成一批主题旅游列车品牌，银发旅游列车开行数量、旅客运输量较2024年实现较大幅度增长。据介绍，此举旨在更好满足银发群体旅游服务需求，培育服务消费新增长点。

《计划》围绕增加银发旅游列车服务供给、强化适老化设施保障、提升银发旅游列车服务水平、优化银发旅游列车发展环境等4个方面提出了12项重点任务。在增加银发旅游列车服务供给方面，完善旅游列车运行保障机制，用好铁路运力资源，支持和引导各类经营主体参与开发和运营银发旅游列车、旅游铁路专线。在强化适老化设施保障方面，研究制定银发旅游列车适老化、舒适化改造相关标准，推动车站及配套设施设备进行适老化改造。在提升银发旅游列车服务水平方面，适量配置医疗、老年照护专业服务人员，明确列车上产生的诊疗费用可按有关规定进行医保异地就医结算，支持特色美食、老字号产品、非遗技艺等上列车。在优化银发旅游列车发展环境方面，将发展银发旅游列车作为促进服务消费工作的重要内容，纳入地方政府促消费政策支持和为民办实事范围，同时优化旅游保险产品。
