《中共中央办公厅 国务院办公厅关于加强新就业群体服务管理的意见》于2026年4月26日发布。

China will step up efforts to better protect the rights and interests of workers in new forms of employment, according to a set of guidelines made public on April 26, 2026. These guidelines were issued by the general offices of the Communist Party of China Central Committee and the State Council.

新就业群体是社会主义劳动者的重要组成部分，是经济社会发展不可或缺的重要力量。当前我国新兴领域迅速发展，尤其是以互联网平台为支撑的新业态大量涌现，聚集了规模庞大的新就业群体。

《中共中央办公厅 国务院办公厅关于加强新就业群体服务管理的意见》提出主要目标：到2027年，上下联动、条块结合、有效协同的工作机制进一步完善，新就业群体党的组织和党的工作全面覆盖，劳动用工逐步规范，从业环境显著改善，合法权益有力保障。再过3至5年，新就业群体服务管理制度更加健全，思想政治引领更加有力，劳动关系更加和谐，从业环境更加友好，合法权益保障更加充分，职业认可度显著提升，新就业群体全面发展取得更为明显的实质性进展。

【重要讲话】

就业是最基本的民生。强化就业优先政策，健全就业促进机制，促进高质量充分就业。健全就业公共服务体系，完善重点群体就业支持体系，加强困难群体就业兜底帮扶。

Employment is the most basic component of the people's wellbeing. We need to intensify efforts to implement the employment-first policy and improve related mechanisms to promote high-quality and full employment. We will refine the public services system for employment and the system of providing employment support for key groups and do more to help those in difficulty find employment and meet their basic needs.
