关于中国人民解放军现役士兵衔级制度的决定草案27日提请十三届全国人大常委会第三十三次会议审议。草案拟对士兵军衔的性质、设置和管理作出规定。

Chinese lawmakers on Sunday began discussing a draft decision on the ranks for active-duty soldiers of the People's Liberation Army.The draft was submitted to an ongoing session of the Standing Committee of the National People's Congress, China's top legislature, for review.

草案指出，士兵军衔是表明士兵身份、区分士兵等级的称号和标志，是党和国家给予士兵的地位和荣誉。

草案提出，士兵军衔分为军士军衔、义务兵军衔。

The ranks of soldiers consist of several ranks for non-commissioned officers and those for conscripts, said the draft.

军士军衔设“三等七衔”。高级军士：一级军士长、二级军士长、三级军士长；中级军士：一级上士、二级上士；初级军士：中士和下士。军士军衔中，一级军士长为最高军衔，下士为最低军衔。义务兵军衔由高至低分为上等兵和列兵。

为规范士兵军衔管理，草案对士兵军衔的上下级关系、标志佩带等作出规定。草案明确，士兵服现役的衔级年限和军衔授予(the conferment of military rank)、晋升、降级、剥夺以及培训、考核(the training and assessment for soldiers on active duty)、任用等管理制度，由中央军事委员会规定(shall be prescribed by the Central Military Commission)。
