2025年2月10日，为期两天的人工智能行动峰会在法国首都巴黎的大皇宫拉开帷幕。此次人工智能行动峰会是继2023年在英国举行的全球人工智能安全峰会和2024年在韩国召开的人工智能首尔峰会之后的又一次重要峰会。人工智能行动峰会旨在加强国际社会的行动力，探讨人工智能的应用和全球治理问题。本次峰会由法国和印度联合主办，多国国家元首、政府首脑以及国际组织负责人、企业和研究机构代表等参会，以进一步深化全球人工智能治理合作。本次峰会强调“行动”，讨论人工智能的可持续发展，特别是人工智能将在应对气候变化、环境危机、数字化转型等各领域发挥的重要作用。峰会有三大探讨目标：为广大用户提供独立、安全、可靠的人工智能服务；开发更加环境友好的人工智能；确保对人工智能的全球治理有效且包容。

人工智能是人类发展的新领域，带来重大机遇，也伴随着难以预知的风险挑战，需要国际社会共同应对。中国是人工智能全球治理的积极倡导者和践行者。2023年10月，习近平主席提出《全球人工智能治理倡议》，围绕这一重大时代课题提出了中国方案，贡献了中国智慧。这一倡议坚持“以人为本、智能向善”，为世界提供了基于人类命运共同体理念的人工智能治理新视角。人工智能发展与治理，事关全人类共同福祉，需要国际社会群策群力。习近平主席主张各国合力推动，在充分放大和加速人工智能正面效应的同时，把可能出现的负面影响降到最低。作为人工智能技术发展和应用领先的国家，中国始终致力于在人工智能领域构建人类命运共同体。
