2025年9月19日，商务部等9部门发布《关于加力推动城市一刻钟便民生活圈建设扩围升级的通知》。
China will upgrade the "15-minute community life circles" to provide easier access to essential services for urban residents, according to a notice released jointly by the commerce ministry and eight other government departments on September 19, 2025.

城市一刻钟便民生活圈，是以社区居民为服务对象，服务半径为步行15分钟范围内，以满足居民日常生活基本消费和品质消费等为目标，多业态集聚形成的社区商圈。建设便民生活圈，是保障民生、扩大消费、畅通国民经济循环的重要举措。2021年以来，商务部会同相关部门持续推进便民生活圈建设。截至2025年7月底，210个试点地区共建成便民生活圈6255个，涉及养老、家政、餐饮、零售等商业网点150.3万个，服务居民1.29亿人。下一步，将加力推动便民生活圈建设扩围升级，建设宜居宜业、宜游宜购、宜老宜小的全龄友好型品质生活圈。
《关于加力推动城市一刻钟便民生活圈建设扩围升级的通知》提出，到2030年实现“百城万圈”目标，即确定100个一刻钟便民生活圈全域推进先行区试点城市，对地级以上城市主城区和有条件的县城社区全覆盖；建成1万个布局合理、业态齐全，功能完善、服务优质，智慧高效、快捷便利，规范有序、商居和谐的便民生活圈，打造500条“银发金街”、500个“童趣乐园”，推动一批基础型、提升型便民生活圈转变为品质型，居民满意度达到90%以上，商业网点连锁化率达到30%以上。
