At the 13th National Congress of the Communist Party of China (CPC), held from Oct 25 to Nov 1, 1987, the report “Advancing along the Road of Socialism with Chinese Characteristics” was passed, systematically expounding on the theory of the primary stage of socialism and the basic line of the Party at this stage, and setting forth a "three-step" economic development strategy in order to realize modernization by the middle of the 21st century.
1987年10月25日—11月1日，中国共产党第十三次全国代表大会举行。大会通过的报告《沿着有中国特色的社会主义道路前进》，阐述了社会主义初级阶段理论，提出了党在社会主义初级阶段的基本路线，制定了到21世纪中叶分三步走、实现现代化的发展战略。
