The 17th National Congress of the Communist Party of China (CPC), convened from Oct 15 to 21, 2007, passed a resolution on the amendments to the Party Constitution, which enshrined the scientific outlook on development. Also at this congress, ecological civilization was put forward for the first time as a new requirement for China to build a moderately prosperous society in all respects.
2007年10月15日－21日，中国共产党第十七次全国代表大会举行。大会通过《中国共产党章程（修正案）》，把科学发展观写入党章。大会第一次把建设生态文明作为实现全面建设小康社会奋斗目标的新要求提出来。
