At the 12th National Congress of the Communist Party of China (CPC), held from Sept 1 to 11, 1982, Deng Xiaoping proposed the idea of "integrating the universal truth of Marxism with the concrete realities of China, blazing a path of our own and building socialism with Chinese characteristics". The congress adopted the report, “Creating a New Situation in All Fields of Socialist Modernization”, and decided to set up the Central Advisory Commission of the CPC.
1982年9月1日—11日，中国共产党第十二次全国代表大会举行。邓小平提出，把马克思主义的普遍真理同我国的具体实际结合起来，走自己的道路，建设有中国特色的社会主义。大会通过报告《全面开创社会主义现代化建设的新局面》，决定设立中央顾问委员会。
